A form of snowclone titles here on the wiki, that consist of a noun, an adjective before it, and an adverb before the adjective. It's not clear why this form is so popular. Probably it just sounds catchy, but it could also be because an adverb is needed to describe the nature of the adjective, and of course the adjective is there to describe the noun, otherwise it would not be a trope. Just imagine how much less clear these would be without their adverbs.
