For all we know, he could have attacked the Incubus with the sole purpose of riling up the Succubus. He probably plans to steer the "rebel army" to his own purposes.

Camael will at some point do something to help K.

And will probably make use of his resemblance with Luc to make his plan work, cover his tracks, or both.
