Double J

Hajime Usami and Sayo Arima, first year students of Nagashima High School, discover the "Traditional Arts Preservation Club" and decide to join in. Hilarity Ensues.

Double J is a unique "cultural gag manga" written by Eiji Nonaka (of Cromartie High School fame) and illustrated by Maru Asakura. It was adapted into a rather brief anime by DLE, airing from June 28 to September 14, 2011, as part of the Yuruani programming block. The anime episodes are quite short, being only 4 minutes long.

Tropes used in Double J include:

Adaptation Dye Job: Hajime's hair is brown in the manga, but blue-green in the anime. Aya's hair, on the other hand, is dark blue-green in the manga but black in the anime.
But Not Too Foreign: Françoise Sakai, the president of the Comedy Club, is half French.
Butt Monkey: Poor Toothpick-san gets absolutely no respect.
Cut Short: The anime. Just watch Episode 11. Wow.

Everyone Calls Him "Barkeep": Toothpick-san.

Idiosyncratic Episode Naming: The title of each episode is a pun involving a known slogan or phrase and the word "tradition".

Limited Animation: Very Limited Animation. It's probably intentional, though.
Medium Blending: The anime features real life backgrounds. Episode 7 is 90% live footage.
My Name Is Not Toothpick-san!
Non-Standard Character Design: The female students are drawn in the typical cute anime style, the male studens in a cartoony, Thick Line Animation style, and the adults look much more realistic. There are live action segments, too.
Red Oni, Blue Oni: Hajime (blue) and Sayo (red).
Running Gag: Toothpick-san and her toothpicks.

Sailor Fuku: And all of them look different, despite all the girls going to the same school.
Serious Business: Comedy, for Françoise and the Comedy Club.

Shout-Out: Episode 9 of the anime features Hajime and Sayo drawn in the style of Cromartie High School. The female gorilla also makes an appearance (and talks in a really cute voice, as she's supposed to be Aya).

Sweat Drop: Here they look like paper clips, for some reason.
