Why did you have to go through the Library Level again?

• Why did you have to go through the Library Level again? To be fair I don't hate it with a passion like most fans, but it is kinda pointless. I completely understand why the Library is important, but if Time is as important as 343 Guilty Spark says when dealing with the flood why did he teleport Master Chief to the first floor and not right on the platform he grabs the Index from in the ending cutscene. I mean he can do that since that is how they reach the control room, but why not from outside that Flood containment facility to that platform? This is even worse if you read Halo: The Flood where we learn Master Chief was The Monitor's second choice for a Reclaimer, his first choice was regular marine that got mauled so badly by the flood there was nothing left for them to infect afterwards.
