  • Complete Monster: Chancellor Urtica, a high-standing magus in a Religion of Evil who plans to forge the naive new empress' signature on an order to wipe out the thousands of refugees at the city gate, therefore getting the empress and her sister executed for genocide while Urtica himself ascends to Emperor. Also, arguably, Aide Tryst, a City Watch lieutenant who beats and drugs a prostitute he knows to be guilty of murder in order to coerce her into assisting him in causing his superior, who he resents for not giving him a promotion, into turning against his wife. Tryst also promises Tuya her freedom in return for her assistance, but plans to turn her in anyway.
