(Former) Fleet Admiral Sengoku "The Buddha"

"A fortress... can always be rebuilt. However... this is Marineford, an island situated almost exactly in the center of the entire world. To the people of the world, who live in fear of evildoers coming and going amongst them, the true meaning lies in our position in this place! Our universal justice will never fall!"

Sengoku, also known as the Great Buddha, was the supreme commander of the World Government's military force, the Marines. One of the few who still know the seas from the olden days, he's even respected by Whitebeard. He is stern and business-like, which often puts him at odds with his old friend Garp, whom he occasionally bickers with. He ate the Human-Human Fruit, Model: Great Buddha (Hito Hito no Mi, Daibutsu Model), a Mythical Zoan-class fruit which allows him to turn his body into a giant, golden, Buddha-like entity.

After the battle at Marineford, he resigned from his position because of doubts about the World Government's actions and nominated Aokiji as his successor.

  • Afro Asskicker
  • Attack of the 50-Foot Whatever: His Buddha form.
  • Authority Equals Asskicking: The chain starts with him.
  • Badass Grandpa
  • Badass in a Nice Suit: Sported an awesome suit back when Roger was still around.
  • Bling of War: His uniform is adorned with dozens of medals.
  • Call Back: When the Human-Human Fruit first came to the story in Chopper, an SBS asked what would happen if a human ate one. Oda responded they would be enlightened.
  • The Chains of Commanding: It really sucks to be head of the military arm of the World Government when you have constant reports of crazy and powerful pirates, forced to deal with disloyal privateers, an irritating comrade laughing it up (occasionally) about the constant disregard for the law shown by his own grandson, and your corrupt and/or incompetent superiors telling you not to handle serious global threats simply to save face for their own fuck-ups.
    • It seems to have finally gotten to be too much for him, as he stepped down shortly after the Marineford arc.
  • The Chessmaster: For all the Oh Crap and Not So Stoic moments he's had, when he actually gets involved he turns out to be a brilliant strategist, almost immediately turning what was a losing battle for the Marines to them literally inches from victory by trapping the Whitebeard Pirates and allies around the bay, forcing the Marine warships in and sending powerful Artificial Humans in pushing them in the center, destroying morale by disseminating a lie about Whitebeard to his allies who had their own grudges about Gold Roger, activating a massive blockade impenetrable even to Whitebeard himself, and cut the video feed at some point after he revealed Portgas D. Ace was Gold Roger's son all so that Ace will be executed, ahead of schedule if need be given the confusion, attaining victory for the Marines.
    • While the plan seemed like it may falter due to Luffy being such a huge Spanner in the Works, it ultimately worked out in the end.
      • Not quite. Whitebeard really screwed up one aspect of it: the plan was supposed to discourage piracy, but with his last words, Whitebeard inspired potentially an entire generation of new pirates, the exact opposite of Sengoku's objective. Sengoku is pissed.
      • Even more so when the plan also consisted of removing Whitebeard from power. While he did indeed have an incredibly destructive Devil Fruit, for the most part he was just a dying old man who had no aspirations of becoming Pirate King, content with what he had had and strictly concerned with his family. Now, they allowed Blackbeard, a man who is willing to do any and everything possible to become Pirate King and whose crew who mostly consists of the worst criminals in the history of the world, to become a global threat. Not good for anybody, but no one could have seen that coming.
  • Funny Afro: Has one hidden under that hat of his. Hilarious because he's The Comically Serious. It becomes truly epic when he uses his powers.
  • Genius Bruiser: Well in this latest arc, he's definitely got the genius down. He gets the "bruiser" part when he transforms.
    • Given that he held down an enraged Garp, after they witness Akainu punch through Ace, it could be said he probably doesn't need to transform to have the "bruiser" part.
  • Gold Makes Everything Shiny: His Buddha form makes his entire body golden.
  • Ironic Nickname: He's titled "The Buddha", but he's comfortable with eliminating whoever he feels necessary, and takes orders from the WG without question.
    • Doflamingo actually calls him out on this in his first appearance.
    • The nickname turns out to be a fair bit more literal: He fights by turning into a giant statue of Buddha with superhuman strength.
  • Large and In Charge: Very tall, even when he isn't in Buddha form.
  • Let's Get Dangerous: At the end of chapter 566. This shit right here? It just got real.
  • Light Is Not Good: He's pretty harsh for a Buddha.
  • Living Statue: This is what the Human-Human Fruit, Model: Great Buddha allows him to become. Very bizarre, as Zoan fruits are supposed to be about transforming into animals. It seems Mythical Zoans can be an exception to this rule so long as they're still about transforming into some kind of being.
  • Nice Hat: It's got a stuffed seagull on top of it!
  • Non-Human Sidekick: His pet goat.
  • Oh Crap: After his introduction during the Jaya arc, practically every scene he's been in, including flashbacks, has involved him going "Oh Crap" on some level, as the plot keeps shoveling poorly-timed crisis after poorly-timed crisis on him.
    • He has another epic one in chapter 569, when Luffy unconsciously reveals his Supreme King Haki.
  • Opt Out: He requested he be allowed to stand down from the Marines in the aftermath of the Whitebeard War.
  • Red Oni, Blue Oni: With Garp. Sengoku seems to be the blue oni with himself being stern and serious, while Garp is the red oni being Hot-Blooded and a Rebellious Spirit within the Marine ranks. However, Sengoku tends to lose his cool more often than Garp...
  • Sphere of Destruction: In his Buddha form, he can launch large spherical shock waves from his palms; probably a reference to the Buddhist Palm technique.


Fleet Admiral Sakazuki / Akainu ("The Red Dog")

"We have to be thorough! If even one of those scholars made it onto that ship, all of the sacrifices we've made would be for nothing! We must eliminate the very possibility of this "evil" existing!"

Akainu is one of the three Admirals, the strongest fighters in the Marines. Akainu is apparently the most hard-line of the Marines, following the doctrine of Absolute Justice. During the destruction of Ohara, he destroyed an evacuee ship on the chance that one of their targets was aboard, saying that if one is to do a job it must be done properly. He has eaten the Magma-Magma Fruit (Magu Magu no Mi), a Logia Devil Fruit based around magma

During the two years that Luffy was training, he battled Aokiji for the rank of Fleet Admiral and won. He then moved the Marine HQ to the east coast of the Red Line to put more Marine presence in the New World.

  • Attack! Attack! Attack!: Subtlety and precision isn't his strong suit.
  • Ax Crazy: Holy shit!
  • Badass: He may be a complete and utter dick, but you have to admit he's the most badass Admiral of the Marines. Most notably, he is the first person to kill a major character onscreen, in a manga where almost no one dies in the present. Other hits include melting off half of Whitebeard's face, and not only surviving Whitebeard's counterattack of two earthquake punches, but also getting back up and setting his sights on killing Luffy. It takes Crocodile and pretty much the entire remaining Whitebeard crew just to slow this guy down.
    • How badass is he? In chapter 595, when the Blackbeard Pirates, including the Captain who wanted to face the toughest and most asskicking Marines in Garp and Sengoku, realize that the Marines aren't going to agree to trade a Marine vessel for Jewelry Bonney since Akainu's on the ship, they run like hell.
    • He is also strong enough to fight Aokiji for ten days straight, in a battle that completely fucked up Punk Hazard's climate, causing it to become two-sided. One side is burning hot, the other is completely frozen. HOLY SHIT.
  • Batman Gambit: After he defeated Ace, Akainu attacked Luffy, and if Ace hadn't stepped in at the last moment, Luffy would've died instead; it was a win-win for Akainu, since either outcome would've led to at least one of them dying. What keeps it from being a Xanatos Gambit is due to the simplicity -- Ace is protective of Luffy; Luffy is protective of Ace, and Akainu used that to his advantage once he repelled Ace's fire in a short bout.
  • Big Bad Ensemble: As the current Fleet Admiral, Sakazuki is now one of the top antagonists for the series, alongside Blackbeard.
  • Black and Gray Morality: For all his bastard actions, it's easy to forget that in most instances, the Marines are actually the good guys, 9/10 pirates being between Selfish Evil and downright CompleteMonsters, and his actions probably saved the world from becoming an even worse place to live. It's ambiguous who is the Black and who is the Grey with him.
  • The Brute: Fits the trope almost perfectly among the three Admirals.
  • Dangerously Genre Savvy: Just like Mihawk, he realized just how dangerous Luffy's ability had become, especially after having won Whitebeard's respect, regardless of how "weak" he is at the moment. In fact, his unwavering hunt of him, even after Blackbeard appeared and Ace's death marking him as the greatest threat, shows one of the few foresight moments during the War of Marineford.
  • Dragon-in-Chief: Formerly. Though he was the main antagonist during the Marineford arc, he still serves under Fleet Admiral Sengoku, who didn't take much action during the arc, until the last act.
  • Even Absolute Justice Has Standards: During the timeskip, he had a huge battle with Aokiji over who would be the new Fleet Admiral. He won, but spared Aokiji's life.
  • Fan Nickname: Devil, Terminator (T-1000 more specifically), and Kenpachi Sakazuki.
  • Flower Motifs: He wears a pink rose on his suit, and has a large tattoo featuring many flowers on his left shoulder.
  • For Great Justice: Son of a bastard, is he ever.
  • Freudian Excuse: Revealed in an SBS.
  • General Ripper: The first thing we see him do is blow up a ship full of evacuees that the Marines had promised to spare.
    • And then there's him killing a captain who tried to flee the Marine HQ battle, mentally scarring Coby and Helmeppo, who were also thinking of fleeing. Death has been the official punishment for desertion in the past for real world armies, but there's usually a trial first, not to mention the fact that this guy was running from a battle involving individuals so powerful even Akainu himself was challenged, which has no real-world comparison. There's really no excuse for melting a guy who would accomplish nothing in battle but getting killed anyway. The guy brings up his family, and it only makes Akainu want to kill him more.
    • He also tries to murder Coby for pointing out that, by trying to kill a few pirates with no guarantee that they'll be able to do it, they're letting many more injured Marines die when they could easily be saved. The reason Akainu tried to murder him? Because during the minute or so Coby was talking, pirates weren't dying.
    • The reason he wants to kill Monkey D. Luffy and Portgas D. Ace so badly is solely because of who their fathers are. Sure, them being Pirates is part of the reason, but he would probably still want them dead if they were civilians, or even Marines.
  • He Who Fights Monsters
  • Hidden Eyes: During the Ohara flashback, he is shown with his Marine baseball cap and a hood covering his face. When he shows up in the present, he still has the cap obscuring his eyes until the scene is dramatic enough to show them.
  • Invincible Hero/Villain: Ooooh boy. While what you think of the man depends if you're supporting the Marines or not, he's closer to be the most powerful being in the One Piece universe at this moment. During the Marineford battle, he managed to beat or severely cripple Ace, Luffy, Whitebeard, Jimbei and Ivankov in a row, not counting a lot of random pirates. To add insult to injury, Marco and Vista went against him and they didn't even succeed at slowing him down, needing Crocodile and Buggy to finally manage to stop him. Of course, all of them were beings of incredible power. Finally, when he's sent to deal with Blackbeard and his demands, him and his crew flee immediately. It's no wonder why Hancock didn't go after him, even after what he did to Luffy.
  • Jerkass Knight Templar: Big time. At best, he treats his allies at expendable, and is all too willing to kill any pirates or allies who are insufficiently dedicated to his brutal version of justice.
  • Lack of Empathy: Perhaps the standout example in One Piece. When Coby screams that the charge being led by Akainu to finish off the Whitebeard Pirates is piling up needless casualties, Akainu doesn't even blink, simply telling Coby that "a few seconds have been wasted" and trying to murder him on the spot.
  • Large and In Charge: Like his fellow Admirals he's incredibly tall, but much more broadly built than the other two.
  • Magma Man: One of the reasons he's so feared.
    • Convection, Schmonvection: He's made out of and attacks with lava, but nothing takes any damage unless it actually comes into contact with something. Even then, it acts more like a solid projectile than something that should vaporize everything around it. We'll forgive this one though, since if it was actually treated realistically, no one would be able to beat him.
    • Convection, Schmonvection actually gets played with in the anime: Ivankov attacks Akainu with a weaponized kiss, getting his face burned. He then pulls his usual "it was just thick make-up" joke, showing an undamaged face... and then collapses from having his lungs burned by the fumes.
    • Elemental Fisticuffs: Barring the Hell Hound technique, Akainu is much less flashy in his use of his powers than other Logia users. His whole game plan is: 1. Take arm; 2. Turn it into lava; 3. Make it as large as necessary; 4. Punch until target is Deader Than Dead vaporized. Since he's living lava, it works quite well.
    • Elemental Rock-Paper-Scissors: As it turns out, lava beats fire and ice.
    • Hell Hound: One of his techniques creates one out of lava.
    • Rocket Punch: His powers allow a particularly nasty approximation.
    • Shaping Your Attacks: "Inugami Guren" attack.
    • Superpower Lottery: He's made out of lava. Not only does that mean that you can't get anywhere near him without being vaporized, but it's also superior to (as in, can outright kill) at least two other Logias (up until now, we've only seen Logias either mutually nullify or have no effect on each other).
  • Manipulative Bastard: His choice words to Squad and Ace in the Marineford arc did as much if not more damage to the Whitebeard Pirates than his Devil Fruit powers.
  • Meaningful Name: His name, like his fellow Admirals, is derived from the Momotaro legends.
    • His real name as well. A "sakazuki" is a small ceremonial sake cup like the one Luffy and Ace used when they swore an oath of brotherhood. Ironic, isn't it?
  • Moral Sociopathy
  • Nigh Invulnerability: He took four direct, Haki-imbued punches from Whitebeard and shrugged off most of them.
  • No Celebrities Were Harmed: Based on famous Japanese actor Bunta Sugawara. His real name, Sakazuki, seems to be derived from a series of films featuring Sugawara.
  • No Kill Like Overkill: To put it simply, Akainu's definition of "reasonable force" is "annihilate fucking EVERYTHING".
  • Non-Standard Character Design: He's drawn in a much more realistic style compared to all of the other characters in the manga.
    • Which may very well be Oda's way of intentionally plunging him into Uncanny Valley to make him creepier.
  • One-Man Army: He did more damage to the Whitebeard Pirates during the Marineford Arc than his fellow Admirals, Sengoku, the Vice Admirals, and the Seven Warlords combined. This can be attributed largely to his being far less touchy about using the maximum amount of force possible, but it's still incredibly impressive.
    • Authority Equals Asskicking: Even more than his fellow Admirals, if only because he's so dedicated to the job.
    • Asskicking Equals Authority: He got the position of Fleet Admiral, by challenging Aokiji and defeating him.
    • Charles Atlas Superpower: Beside his Logia, he has shown to have enough strength to stop Whitebeard Gura Gura Bisento with his foot and Punch Parry Whitebeard.
    • Determinator: Even after Whitebeard attacked him, even after Blackbeard arrived with numerous Level 6 escapees, Akainu still will not give up on killing Luffy.
    • Hero-Killer: Even more so than the other admirals, having been the first to kill a main character outside of a flashback.
    • Implacable Man: When you plow through a whole Badass Army and effortlessly shrug off everything but punches from Whitebeard in the pursuit of your enemy, you definitely deserve the title.
    • Knight of Cerebus: Well, let's see, he's the first person to kill a major character on-screen outside of a flashback.
    • Person of Mass Destruction: He is a living volcano capable of launching huge gobs of lava on top of his enemies.
  • Oh Crap: The look on his face the entire time he's getting a first-hand demonstration of just why Whitebeard is called "The Strongest Man in the World".

  • Out of the Inferno: After getting blasted by the Whitebeard Pirates' counterattack after he punched through Ace. In the anime, it's rather terrifying.
  • Pet the Dog: When the time came to have a new Fleet Admiral, it came down to Akainu and Aokiji. Aokiji was utterly against Akainu becoming Fleet Admiral, and opposed his potential promotion any way he could. Eventually the conflict reached a boiling point, with the two engaging in a death match to decide who becomes Fleet Admiral. After a massive battle that lasted for 10 days, Akainu won. Rather than killing him for opposing his ideals and trying to stop him from becoming Fleet Admiral to the point of having a death match for the position, Akainu spared Aokiji and the latter left the Marines.
  • Real Men Wear Pink: As seen here, though it's actually red when the episode in question comes up. He's also got a flowery tattoo on his left shoulder, which does have pink.
    • Badass in a Nice Suit: That is a damn fine suit.
    • Flower Motifs: He has what looks like a rose pinned to his suit, and sports a floral pattern on his both his shirt and a chest tattoo.
  • Say My Name: From Episode 484: WHIIIITEBEEEEAAAARRRRD!!!!
  • Shout-Out: Fans of G Gundam should instantly recognize the God/Burning Gundam's legendary Finishing Move during some of Akainu's fights, most notably this one.
  • Tyrant Takes the Helm: And the One Piece world just got bleaker.
  • Undying Loyalty: For the Marines, nothing will stop him. Not even the strongest man of the world.
  • Well-Intentioned Extremist: There is nothing he will not do to preserve the peace of the world.


Admiral Kizaru ("The Yellow Monkey")

"Speed is... 'weight'. Have you ever been kicked at the speed of light?"

Voiced by: Unsho Ishizuka (JP)

Real name Borsalino, Kizaru is currently the only known Admiral after Akainu was promoted and Aokiji left. He has somewhat of an absentminded and out-there personality, committing such acts as mistaking his snail wiretap for his phone, and politely asking the pirates who just shot at him if they knew someone he was looking for. Despite this, he follows Absolute Justice, and believes that every pirate, no matter what their crimes or actions, however severe, are sinners, and will mercilessly pursue them. He ate the Glint-Glint Fruit (Pika Pika no Mi), which allows him to turn his body into light, fire laser beams, and travel at the speed of light.

  • Affably Evil: Makes polite small-talk with pirates right before he roundhouse kicks them into oblivion.
  • Badass: Let's put it this way. He's the only Admiral to attack Whitebeard during the war, and come out unscathed afterwards.
  • Cloudcuckoolander: Very much "out-there" when without a specific quarry, and apparently was unaware of the trail of mass destruction he was creating. Some of it may be Obfuscating Stupidity, but at least some of it is genuine.
  • Cool Shades
  • Crouching Moron, Hidden Badass: His proper introduction consisted of asking pirates where his subordinate is. When they wouldn't answer and ran away instead, he showed everyone why he's a Marine Admiral by blasting down a mangrove tree the size of a city with a kick.
  • Extremity Extremist: With the exception of Rayleigh, he never attacks anyone physically with anything except a single kick. Not that he needs to, since he can kick the shit out of mountains without even trying.
  • Hero Antagonist: Yes, he is brutal, merciless, and incredibly destructive (sometimes unintentionally)... but his enemies are pirates that, excluding Straw Hat, are either Selfish Evil or absolute monsters, and all his actions are for the protection of civilians.
  • Implausible Fencing Powers: Good enough to face Rayleigh one-on-one, the Right Hand of the Pirate King himself.
  • Invincible Villain: Nobody's ever harmed him yet, not even Haki users.
  • Lean and Mean: He's tall, skinny, and serves as an antagonist. Just like his co-workers.
  • Light'Em Up: The Glint-Glint Fruit gives him power over light.
    • Beam Spam: His Yasakani no Magatama technique is classic Beam Spam.
    • Frickin' Laser Beams: Can fire them from either his fingertips or his foot, with their power varying between "pierce someone's body" and "blow up buildings".
    • Hard Light: The only way to explain how he can kick someone when his leg is transformed into light.
    • Laser Blade: His Ama no Murakumo technique creates a literal lightsaber.
    • Light Is Good: If you're an innocent civilian or a Marine, the light is very good.
    • Light Is Not Good: If you're a criminal, the light is very much not good.
    • Nigh Invulnerable: It's probably the most broken Logia in the entire series, especially compared to the other Admirals: At least lava and ice are part of an established Elemental Rock-Paper-Scissors. Good luck trying to figure out how to harm light without using Haki.
    • Reflecting Laser: His Yata no Kagami technique, he usually uses it to get from point A to point B which is usually right up in some poor pirate's face.
  • Meaningful Name: His name is derived from the Momotaro legends.
    • Also applies to the 3 techniques he's used so far, each is named after (and has traits that relate to) one of the Imperial Regalia of Japan. Yata no Kagami is a mirror, Ama no Murakumo is the shortened form of Ama no Murakumo no Tsurugi (more commonly known as the Kusanagi no Tsurugi), and his beam spam Yasakani no Magatama is (believed to be) a necklace made of jade magatama stones.
    • Also extends to his real name, Borsalino: which comes from 1) A role the person he was based on, Kunie Tanaka played; 2) A French film called Borsalino where the title character takes the same approach he does while fighting crime (read: laid-back and care-free); and 3) An Italian hat company. As of Chapter 622, all of the above has been referenced in the character.
  • Nice Hat: In a silhouette shown in Chapter 319/Episode 217, and shown he used to have one 15 years ago.
  • No Celebrities Were Harmed: His appearance is based off of Japanese actor Kunie Tanaka.
    • The Brazilian fanbase met his appearance with certain confusion, since his face (and thanks to his glasses) also looks quite a lot like old-school rockstar Marcelo Nova.
    • Same can be said for the French fanbase, looking suspiciously like a formerly famous comedian named Ramzy.
  • Non-Standard Character Design: Similar to Akainu, although he seems more like a caricature.
  • One-Hit Kill: Only the mightiest warriors in One Piece (or ones who simply who possesses Plot Armor) have a hope of leaving a body after a single hit from him. Along with any building and/or terrain around them.
  • One-Man Army: Outside of Rayleigh and Whitebeard, no one has managed to make him fight seriously. Hell, he literally mowed down members of the Whitebeard Pirates with impunity during the Marineford arc. Not to mention that since his ability grants him Speed-of-Light attacks, kindergarden physics says this guy has INFINITE force. He could easily WRECK THE WHOLE UNIVERSE if he tried. This guy puts the OP in One Piece.
    • Authority Equals Asskicking: He can literally kick ass at the speed of light.
    • Curb Stomp Battle: The Sabaody Archipelago Arc basically amounts to Kizaru absolutely annihilating every Pirate in his way. Fortunately for our protagonists, Rayleigh can hold him off.
    • Hero-Killer: There is a reason every pirate, good or bad, shit themselves at his presence.
    • Person of Mass Destruction: He blasted a mangrove tree the size of a city with a kick. Even more unnerving is that he seems not to be fully aware of the destruction he is capable of.
  • Scary Shiny Glasses: You wouldn't think so when he was first introduced, but after observing him for a while, you'll see why every pirate on Sabaody was terrified of him. Made even more literal when he uses his Devil Fruit powers to utterly curb stomp everyone in his way.
  • Screw the Rules, I'm Doing What's Right: His first (likely) violation of his "Uncertain Justice" policy occurs during the Egghead Arc. After Luffy collapses from exhaustion, Saturn orders his men to restrain him, only to find that... someone has fed Luffy, causing the hero to regain his strength. Given how Kisaru is the only person there fast enough to have brought it to him and with Kizaru's own favorite food - miso ramen - among the foodstuffs, it seems unlikely it could have been anyone else.
  • Shoot Everything That Moves: But to his credit, he hasn't hurt neither civilians or Marines so far.
  • Shaping Your Attacks: The Ama no Murakumo sword is entirely made of light. In one of the Video Games, he has a move named "Ama no Iwato" (Heavenly Cave Entrance) which consists of a massive laser shaped as a monkey head.
  • Smoking Is Cool: In Chapter 622, a flashback reveals even he pulled this off pretty well.
  • That's Gotta Hurt: Every time he falcon-kicks someone with his powers. He actually killed one of the Supernova with this, but the guy had nine other "lives" to fall back on.
    • Averted with his confrontations with Silvers Rayleigh and Marco the Phoenix, who were both a match for him. Granted, they did have Haki to counter his awesome powers.
  • There Is No Kill Like Overkill: One example has him giving an almost literal One-Hit Kill to Basil Hawkins several times. The "almost" bit comes from Hawkins' Devil Fruit abilities to fall back on.
  • Trademark Favorite Food: Miso ramen, ginger, and - appropriately, given his name - bananas. He also likes pizza.
  • Unfortunate Names: At least according to The Other Wiki, "yellow monkey" is also an obscure ethnic slur. It's... doubtful this was what Oda had in mind when naming him, given the Momotaro theme the Admirals share.

(Former) Admiral Aokiji ("The Blue Pheasant")

"And remember this: I am not your friend... If you do anything, I'm the 'enemy' that will be the first to catch you."

Real name Kuzan, Aokiji is one of the three Admirals, the strongest fighters in the Marines. Aokiji follows a form of justice that he calls "Lazy Justice", resulting in a very relaxed, almost self-assured attitude. When he first met the Straw Hats, he showed no intention to fight, calmly discussing things like their bounty increase and even making a pass at Nami, leading the group to initially wonder if he really was an Admiral or not. He ate the Chilly-Chilly Fruit (Hie Hie no Mi), a Logia with power over ice.

During the two years that Luffy was training, he battled Akainu for the rank of Fleet Admiral and lost, leading to him leaving the Marines.

  • An Ice Person: The Chilly-Chilly Fruit allows him to turn into living ice.
    • Elemental Rock-Paper-Scissors: Ice neutralizes and is neutralized by fire, but loses completely to lava.
    • Harmless Freezing: Averted. The dangers of him freezing you solid are mentioned and shown several times. One character even lost an arm because of this. On the other hand, Buggy survives being frozen with no harm done to him.
    • Human Popsicle: A common application of his power.
    • Kill It with Ice: His standard method of attack.
    • Nigh Invulnerable: Like all Logia powers. Though his ice can be shattered, doing so is little more than a brief inconvenience to him.
  • Atop a Mountain of Corpses: A brief scene in the anime has him sitting atop a frozen version of one of these.
  • Badass: This should really go without saying, but it needs to be pointed out that despite losing out in Elemental Rock-Paper-Scissors against Akainu's lava powers, Aokiji still fought him for over ten days.. BAD. ASS.
  • Brilliant but Lazy: Being an Admiral, he's one of the World Government's "Ultimate Attack Forces". They are the strongest the WG has to offer. However, Aokiji himself is a very carefree and lazy person. He even upholds what he dubs as "Lazy Justice".
  • Combat Stilettos: At least during the War of Marineford. One of the few warriors using them without being crossdressers in the series.
  • Cooldown Hug: The coolest hugs you will ever get. A bit too cool, unfortunately; just ask Robin and Luffy.
  • Hero Antagonist: There's nothing really villainous or evil about him; he just happens to oppose the protagonists by default.
  • Honor Before Reason: His honor was the only reason he didn't capture the Straw Hats when he first met them, as he agreed to fight Luffy one-on-one and not harm Luffy's crew.
  • Lean and Mean: He's tall, skinny, and serves as an antagonist. Just like his co-workers.
  • Literally Shattered Lives: Aokiji's Ice-Ice fruit turns him into ice; it shatters when hit, but he can simply pull himself together like the T-1000.
    • He also threatens to do this to Robin. Fortunately, the others are both fast and gentle enough to get her out of the way.
  • Meaningful Name: His name is derived from the Momotaro legends.
  • No Celebrities Were Harmed: His appearance is based off of late Japanese actor Yusaku Matsuda.
  • Oh Crap: When Aokiji realizes that he can't freeze Whitebeard's shockwave-based Tremor-Tremor powers.
  • Older Than They Look: Was already as high as a Vice Admiral 20 years ago, implying that he is at least in his mid-to-late forties, despite looking like he's around thirty. He also doesn't appear to age much between the attack on Ohara and the present story.
  • One-Man Army: This is a guy who can freeze over a hundred miles of ocean without strain. Or nonchalantly stop a 300ft-tall Tsunami.
  • Screw This, I'm Outta Here: Ditches the Marines after Akainu becomes Fleet Admiral.
  • Shaping Your Attacks: "Ice Block: Partisan" (makes ranseurs out of ice) and "Pheasant Peck".
  • Sleep Mask: Is generally seen wearing one, like as seen in the picture.
  • Super Drowning Skills: Averted. He can use his Devil Fruit powers to freeze the sea below him, giving him a massive advantage over other Devil Fruit users.
  • Well-Intentioned Extremist: Carries out his orders as his morals interpret, even if it involves destroying an island of people.
    • To be exact, he was only ordered to kill the scholars of said island, but this trope still counts, as he's genuinely well-intentioned.


(Former) Vice-Admiral Garp "The Fist"

"So what if I dropped you off a few cliffs, tossed you into the midnight jungle, and tied you to a balloon and set you to fly away...? It was to make you a stronger man!"

Voiced by: Hiroshi Naka (JP), Brian Mathis (EN, Funi)

Monkey D. Garp is a Marine famed for pursuing Gold Roger back during the olden days. He's also Ace and Luffy's grandfather (adoptive in Ace's case) and, ironically enough, the father of the world's most-wanted criminal, Dragon the Revolutionary. Garp is a cheerful, affable fellow, and is a friend of Sengoku and apparently Bartholomew Kuma as well. While he is happy that his grandchildren are making their way in life, he is also sorely disappointed in both of them for becoming pirates instead of Marines, in particular blaming Shanks for influencing Luffy in becoming a pirate. Garp was been offered promotions to Admiral several times, but refused them all.

After the battle at Marineford, he resigned from his position.

  • Badass Grandpa: The man throws cannonballs like they're baseball pitches, for Christ's sake! He can throw them with more force than an actual cannon.
  • Badass in a Nice Suit: Wears the exact same suit as Sengoku back when Roger was still around. Makes sense, as they kicked ass as a team.
  • Boisterous Bruiser
  • Bunny Ears Lawyer: The crap he was able to get away with, including arguing with the Fleet Admiral (both 20 years prior and recently, the former when he's asked for a promotion) and going wherever he wants to without his superior's permission, is balanced by his amazing service and legendary status among the Marines, as "Garp the Hero", who alongside Sengoku, in Kong's words, "carried the Marines on their backs". He is considered one of legendary figures during the era of Roger, having been the only one to corner him and battle as his equal. So that would give him a little lee-way amongst their ranks which he still holds even after retirement.
  • Charles Atlas Superpower: This guy was offered a position as an Admiral despite having no Devil Fruit powers. Every Admiral that we've seen has been a Person of Mass Destruction with Story Breaker Powers. That is one hell of a Charles Atlas Superpower.
  • Cloudcuckoolander
  • Cool Mask: Eiichiro Oda used the same design for Garp as he used for Luffy's unnamed grandfather in the Romance Dawn pilot stories, but didn't want readers to realize this too quickly. So he gave Garp a bulldog mask in his initial appearances. He wasn't revealed as Luffy's grandfather until Chapter 431 of the manga and Episode 313 of the anime.
  • Cool Old Guy
  • Curb Stomp Battle: During the Whitebeard War, he loses to Luffy. In one punch. Despite being the only person in the series who has ever genuinely scared Luffy. He obviously took a dive, though.
  • Early-Bird Cameo: Appears (relatively) early in the series as an officer who takes Coby and Helmeppo under his wing, though his face and importance are not revealed until hundreds of episodes later.
    • He also appears (with a different backstory) in one of the Romance Dawn proto-One Piece chapters, making his Early Bird Cameo arguably earlier than the series itself.
  • Epic Flail: It's the size of a Goddamn battleship!
  • Grandpa Wolf: He would have killed Akainu for killing Ace if Sengoku hadn't stopped him.
  • I Let You Win: Against Luffy in Marineford. There's a reason why a guy titled "The Hero", who cornered and fought Gold Roger on many occasions, went down so easily. The reason? His grandchildren. Sengoku even realized what had happened: "You're some father yourself, Garp".
  • Heavy Sleeper: Often spontaneously and without warning, which is where his grandchildren get it.
  • Luke, I Am Your Father: Grandfather, actually, though he did deliever the more traditional version, too.
  • Opt Out: He wishes to step down from his position in the Marines, after all that's happened in the Whitebeard War.
  • Parental Substitute: He tries to be this for both Luffy and Ace. He doesn't succeed.
  • The Power of Love: He claims that he can punch through Luffy's rubber defenses because he uses a "Fist of Love!" When in actuality it's because he can use Haki.
  • Punny Name: When his name is translated into Japanese, garp means koi. Koi is a decorative fish, but in other context with different kanji it means love. Garp’s signature attack Fist of Love (Ai yaru Kobushi) is a hidden reference to his name as it uses another word for love instead of koi.
  • Red Oni, Blue Oni: With Sengoku. Garp is the red oni, being Hot-Blooded and a Rebellious Spirit within the Marine ranks. Sengoku is the blue oni, being calculated and serious. The dynamic is upset somewhat when Sengoku gets impatient with Garp's family, yet Garp always brushes him off with a laugh.
  • Refuge in Audacity: Can brag about the achievements of his criminal grandson in front of Sengoku, and the only punishment he gets is Sengoku stealing and eating his crackers.
  • Sink or Swim Mentor: Seems to feel that throwing a child into a bottomless ravine, among other things, was an appropriate way to train him to be a strong Marine. Luffy's endless will to live has been attributed to this training, though.
  • The Slow Walk: In the anime Once Akainu kills Ace he is seen walking towards the Admiral with a preaty brutal snarl in his face, all too willing to rip Akainu apart. He would gladly have done so as well, but Sengoku stopped him
  • The Coats Are Off: Does this sometimes during his Let's Get Dangerous momemts, such as chasing the Strawhats, or fighting alongside Sengoku against Shiki. See above to see the type of wear he had.
  • There Was a Door: Invoked Trope. He reveals himself to the Straw Hats on Water 7 by punching through a wall explicitly because it looked cool. He was nice enough to repair it afterward, though.
  • Training from Hell: Which is why Luffy's so afraid of him. Comes in handy, though, as it turned Coby and Helmeppo from wimps to MEN OF DESTINY!
  • Thicker Than Water: Despite his usual values and views on piracy he protects Luffy and Ace out of love for his grandsons..
  • Why Couldn't You Be Different?: Played straight and subverted. He laments the choices his sons made in life, having wished they would become strong Marines. However, this is not out of disappointment, but because he never wanted to be put in the position of having to arrest and potentially execute them. Regardless of their behavior, he has always been proud of them, and expresses this sentiment aloud -- in front of Sengoku, no less.
  • Zero Effort Boss: At Marineford, to Luffy.

Vice-Admiral Tsuru "The Great Tactician"

Voiced by: Minori Matsushima (JP)

Vice-Admiral Tsuru is a Marine known from the era of Gold Roger, that is famed for her brilliant tactical mind. She's rather soft-spoken and doesn't say much these days, but she continues to have a uniquely special one in the Marines, besides Garp and Sengoku. She's rather considerate to the pain of her colleagues, as shown during Ace's execution, she told Garp that he's not to blame as Sengoku began a speech to reveal that Ace is Gold Roger's son. She ate the Clean-Clean Fruit (Woshu Woshu no Mi), which grants her the ability to literally hang people to dry if they have a certain amount of evil in them.

  • Kid with the Leash: She seems the only one who can order Doflamingo around and be obeyed without fault.
  • Never Mess with Granny: Or you might find yourself "hung to dry".
  • Pettanko: One of a select few adult women in One Piece.
  • The Strategist: Though she's never seen making any, she does often remark on the formation of her opponents.
  • Stay in the Kitchen: Averted. One of her Marine colleagues warns her to stay back, but she notes that if the Marines fail, there won't be anywhere safe in the world.
    • Though considering the other female Marines present at the war, it seems likely that the sentiment was due more to age or her importance to the Marines than her gender.
  • Theme Naming: Tsuru is Japanese for "crane".


Vice Admiral Momonga

Voiced by: Shinichiro Ota (JP)

A marine Vice Admiral who's the go-to Vice Admiral of the series. He's been an HQ marine since the days of Roger. He's also a stand out among the high ranking marines in that he seems to care about his crew.


Vice-Admiral Smoker "The White Hunter"

"You think you're dealing with run-of-the-mill pirates and then they do something extraordinary. Well, on these seas, it's either shape up or ship out. Grow strong or perish. Whose idea was it to come here anyway?"

Voiced by: Ginzo Matsuo (JP, episodes 48-79), Mahito Oba (JP, episodes 94+), Scottie Ray (EN, 4Kids), Greg Dulci (EN, Funi)

Smoker is a tough Marine, who, when first introduced, was tasked with catching pirates that visited Loguetown before sailing for the Grand Line. After Luffy evades him (with some help), Smoker decides to leave Loguetown to pursue the Straw Hats. Unlike many other Marines in One Piece, Smoker does not follow the rule of Absolute Justice and follows his own brand of justice, which he later preaches to Tashigi. Smoker's view on justice also allows the Straw Hats to remain free even being pirates during the Alabasta arc, warning Luffy that as a Marine, next time, he will have to try and capture him. He doesn't care for those who make too much noise around him, claiming that it disrupts his pace. He ate the Smoke-Smoke/Plume-Plume Fruit (Moku Moku no Mi), a Logia-type allowing him to turn into smoke.

Despite his stern, businesslike manner, he does seem to have a soft side. In Loguetown, when a little girl bumped into him and dropped her ice cream on his trousers, he takes it in good heart, even giving her money to buy a new cone with more ice cream. He also shows respect and even protective kindness to his subordinate, Tashigi, as well as letting Luffy go after Zoro was ordered to save Smoker from drowning.

During the time skip, he achieved the rank of Vice-Admiral, two ranks above his previous position of Commodore, and is still Tashigi's superior as she runs G-5.

  • ...And Show It to You / Beat Still My Heart: By courtesy of Trafalgar Law. Ouch.
  • Badass: So badass he can openly defy orders and jurisdiction and get away with it, albeit only because he has a few higher-ups covering for him.
  • Bowdlerize: The 4Kids dub renamed him "Chaser" and removed his cigars.
  • Combat Pragmatist: Fights with Seastones infused in his weapons, which is essentially Kryptonite to anyone who's eaten the Devil Fruit.
  • Cool Shades: Post-Timeskip. Dude, quit hogging the Badass.
  • Cowboy Cop
  • Dangerously Genre Savvy: Post-timeskip, he parked his ship off the most dangerous of the three islands in the New World closest to Fishman Island, reasoning that Luffy would undoubtedly pick it. Had it not been for a timely distress call, he would have been right.
  • Elemental Rock-Paper-Scissors: Smoker's devil fruit abilities gives him a distinct advantage over most others, and even allowed him to fight Ace to a stand still. [1] Trafalgar Law is the first person to ever have a distinct advantage against Smoker in a fight.
  • Establishing Character Moment: See Pet the Dog, as proof that he's not a corrupt or over-zealous Marine.
  • Exotic Weapon Supremacy: Smoker carries what to amounts to Kryptonite for Devil Fruit users as a weapon. Not that it helps him when he needs it.
  • Freaky Friday Flip: With Tashigi in chapter 663, courtesy of Law's DF powers.
  • Honor Before Reason: He openly insults his superiors when they try to give him credit for saving Alabasta rather than admitting it took a group of pirates to fix things. Earlier on, he also gives Luffy a slight reprieve in exchange for Luffy saving his life.
  • Hyper Awareness: When stuck in Rainbase, he was able to identify which gator ate the key by remembering exactly what its growl sounded like.
  • Inspector Javert: Even after Alabasta, he's determined to capture the Straw Hats.
    • It turns out the reason he asked to be transferred to G-5 is so he'd meet Luffy the second he arrived in the New World. Talk about dedication.
  • Knight in Sour Armor
  • Mr. Fanservice: A shirtless badass that constantly smokes with white hair and is super protective of his subordinates? No idea why he'd be popular.
  • Nigh Invulnerable: Like all Logia Devil Fruits, he is difficult to injure. In Smokey's case, he's Made of Air.
  • Person of Mass Destruction: Strangely, Smoker is the only canonical Logia user who subverts this. He has the least destructive Logia power in the entire series. It's great for catching pirates, though.
  • Pet the Dog: We know he's not such a bad guy after he buys ice cream for a little girl who accidentally spilled her original cone on his pants.
  • Reasonable Authority Figure: One of the very few Marines who isn't either incompetent or a sociopathic, dog-kicking asshole.
  • Shaping Your Attacks: Including "White Vine" and "White Snake".
  • Smoking Is Cool: Often seen chomping on two cigars at once. In the 4kids dub, this was edited to display him breathing smoke, instead.
    • He can probably get away with the cigars because they probably don't impact his health, since he's made of smoke.
  • Super Drowning Skills: Would've met his end at Rainbase if Luffy hadn't told Zoro to save him.
  • Super Smoke
  • Walking Shirtless Scene: He wears a jacket, but leaves it constantly open. It leads to a bit of awkwardness when he ends up in Tashigi's body and decides to keep the look.
  • Worthy Opponent: He's actually managed to beat Luffy handedly in each of their fights, but despite that, he has a certain level of respect for Luffy because he's the one pirate who's always managed to escape from him.
    • In fact, Smoker's decision to leave his post to chase Luffy was in itself an acknowledgement of Luffy's Worthy Opponent status, as it serves as one of the first real endorsements after Shanks that Luffy has the potential to be the Pirate King.
    • Not to mention that Luffy has saved his life before.
    • Luffy seems to feel the same. When he met Smoker after the Time Skip, currently stuck in Tashigi's body, he wanted to postpone their fight until Smoker was back to full strength. Smoker was rather annoyed.


Captain Hina "The Black Cage"

Voiced by: Tomoko Naka (JP), Kathleen Delaney (EN, 4Kids), Jennifer Seman (EN, Funi)

Another marine captain who has a history with Smoker and is the object of Jango and Fullbody's affections. She is quite compatent at restraining criminals due to her Bind-Bind/Cage-Cage Fruit (Ori Ori no Mi) powers, which allow her to create iron shackles.


Science Captain Sentomaru

"He's late. The battleship should've already arrived. Strange... why haven't you contacted me, Uncle Kizaru? If we don't hurry... all of the rookies are going to be wiped out!"

Voiced by: Kazue Ikura (JP)

Captain of the Marines' Science Unit, personal bodyguard of the brilliant Dr. Vegapunk, and now a fully fledged member of the Marines. "Broadaxe" Sentomaru rarely uses his epynomous weapon, though when he does it means he's either fighting seriously or just pissed off. He claims that he has the "strongest defense in the world", and his mastery of Armaments Haki serves to back up that claim.

He refers to Kizaru as "uncle" (in this connotation, it's like referring to him as a Mafia boss), as he is the Admiral that he is most affiliated with. He initially had a great deal of respect to Kuma, what with him being the test dummy for building the Pacifista, but after the incident at Sabaody, his trust in him has weakened greatly and he refers to him in a derogatory manner, despite Kuma having lost his free will during his conversion to a Pacifista. He claims that he has nothing against pirates, but will still stop at nothing to crush them if that's what his higher ups command.

  • An Axe to Grind: His weapon of choice, though he rarely uses it unless he feels the need to.
  • Cross-Dressing Voices
  • I'll Never Tell You What I'm Telling You: A running gag with with him.
  • Ki Attacks: Can use Haki to hurt Devil Fruit users, and can do so without actually landing a hit.
  • Lightning Bruiser: Despite having the body build of a sumo wrestler, he's quite fast on his feet, being able to catch up with a running Luffy during their first clash.
  • Meaningful Name: His name is a reference to Momotaro, in whose tale the dog, pheasant and monkey appear (Akainu, Aokiji and Kizaru).
  • Odd Name Out: For some weird reason, he's possibly the only character in the whole series whose name is fully written with ideograms. Every other character, even those with Japanese names like Sengoku have their name written in katakana fonetics (usually reserved for foreign words and names).
  • Punch Clock Hero/Punch Clock Villain: He doesn't really have anything against pirates. Bringing them down is just part of his job.
  • Wolfpack Boss: He never shows up to a fight without a Pacifista or two on hand.
  • Worthy Opponent: He considers Luffy to be this, as seen when he bashes the fake Luffy's skull in for using his name in vain.

Captain Tashigi

Voiced by: Junko Noda (JP), Priscilla Everett (EN, 4Kids), Monica Rial (EN, Funi)

Tashigi was first introduced when the Straw Hat Pirates docked in Loguetown, where she was stationed. Smoker, her superior officer, seems to regard her as a protege; the two work very well together. While adept at sword fighting, she is unusually clumsy, which tends to get on Smoker's nerves. She is also very well-versed in katana, knowing their names and origins. Zoro often feels highly uncomfortable around her due to her striking resemblence to his late friend Kuina, who she fights like and even shares philosophies with.

Like Smoker, Tashigi has her own view of "Justice" which differs from the Marines' own definition, and will fight for what she sees as the right thing to do. Tashigi's stated goal is to remove all Meido, a class of famous swords, from the hands of those who would use them for their own selfish ends. 

During the Time Skip, she Took a Level in Badass and achieved the rank of Captain, which means she received five promotions in the span of two years and now runs G-5 along with Smoker. She's also revealed to be a user of Haki.
  • Art Evolution: Like Shanks her design has changed a lot in the Whitebeard War Saga, to the point that many did not recognize her right away.
  • Badass Adorable: Especially post Time Skip.
  • Blind Without'Em: A running gag is that she's so near-sighted that without her glasses she will often speak to random people, thinking that they're Smoker.
  • Break the Cutie: She apparently didn't take the things she learned at Alabasta very well, considering we haven't seen her smile once since then. This is kind of heartbreaking considering she was used to be such a cheerful, if naive, person.
    • Kick the Dog: And then Law decides to put the icing on the cake. When she loses to him (and gets cut in half), Law taunts her on being too weak.
  • Bullying a Dragon: Not so much bullying as trying to provoke, but counts regardless. During the Battle of Marineford she spots Vista of the Flowered Sword, a division commander in the Whitebeard Pirates who can hold his own against Mihawk. She decides to try and fight him. She couldn't beat Zoro when he was holding back, and Vista is a New World pirate. Fortunately, events conspire to keep her from trying.
    • This isn't caused by overestimation of her own abilities so much as her Plucky Girl tendencies (see below) and her bad habit of losing her head/ability to assess risk when excited by the prospect of a fight.
    • Keep in mind, however, that since her duel with Zoro, there's no reason to assume that she didn't become much stronger since then (even Luffy noted Smoker had gotten stronger than when they last met, which was in fact Arabasta). She probably just got a bit overconfident. Additionally, her stated goal is to remove all the Meitou from those who'd misuse them for selfish aims. Considering the theme of "conviction is strength" in One Piece, her doing this is actually very consistent with the show.
    • Then she went and attacked Trafalgar Law, the guy whose powers pretty much make swordsmen Too Dumb to Live if they dare approach him. She got bisected for her trouble, though Law's powers make that fate nothing more than a temporary annoyance.
  • Cute Clumsy Girl: When she's not sword fighting, she's pretty absent-minded.
  • Dead Person Impersonation: Zoro accuses her of this, but it's clear that he wasn't so rational at the time. Unresolved grief can do that to an otherwise stable guy.
  • The Ditz: Seriously, wear your glasses, idiot!
  • Dojikko: When katana are involved... yikes.
  • Flower Motifs: On her shirt.
  • Freaky Friday Flip: With Smoker in Chapter 663, courtesy of Law's DF powers.
  • Half The Girl She Used To Be: In Chapter 661, when Trafalgar Law cut her in half with his powers.
  • How Do I Shot Web?: When she ends up in Smoker's body, she has some difficulty making use of his Devil Fruit powers.
  • Identical Stranger: To Kuina, resulting in Zoro preferring to run away from her rather than fight.
  • Inspector Javert: Along with Smoker.
  • Irony: When she lay defeated by Miss All-Sunday (Nico Robin), Crocodile arrived, stopping by to ridicule the Marines; her superior and partner; and her sense of justice. At the end of the civil war, an unconscious Crocodile crashes between the combatants, and Tashigi personally places him under arrest and strips his Warlord status along with all honorary titles and privileges associated with it, while sparing the Straw Hats under her sense of justice.
  • Ki Attacks: Confirmed to have Haki after the timeskip. Shame it's too weak to actually defeat seasoned pirates, though.
  • Leeroy Jenkins: She really seems to have a bad habit of rushing into fights against stronger opponents. Example being Zoro (who more or less just humored her on the first meeting), Nico Robin (despite Cobra's plea to back down knowing what Robin was capable of. Didn't helped that Tashigi brought up Robin's nickname from her bounty), Luffy during the Marineford War as well as Vista (see Bullying a Dragon above), and most recently Trafalger Law.
  • Meganekko: A source of humor given her clumsiness and Blind Without'Em tendencies.
  • Perpetual Frowner: After the Alabasta arc. It might also have something to do with generalized job dissatisfaction.
  • Plucky Girl: It's implied this is one of the reasons Smoker respects her.
  • Subordinate Excuse: As a Captain Post-Timeskip, a large number of her subordinates seem to be smitten with her, much to Tashigi's irritation.
  • Took a Level in Badass: First thing we see her doing post-Time Skip is redirecting a cannon ball with her sword.
  • Tomboy
  • Weapon of Choice: Her katana, Shigure.
  • Wouldn't Kill A Girl: Accuses Zoro of this after he beats her in Loguetown, resulting in an argument about her resemblance to Kuina.
  • Unkempt Beauty: Short hair, bad clothes, no makeup, wears glasses, and still looks impossibly delicate and beautiful.

Chief Petty Officer Coby

"If I succeed, that's fine. If I die, that's fine also."

Coby is first introduced as a cowardly Chore Boy on board Alvida's ship. Through fear of being smashed by her Iron Mace, whenever she asked him who was the loveliest on the sea, he would reply, 'You are, Miss Alvida'. Eventually with the help of Luffy he found the courage to pursue his dream of leaving her and becoming a Marine.

  • Big Damn Hero: If it wasn't for him, Kizaru would have killed Luffy and Law too probably.
  • Bishonen: Grew up from a half-pint to this under Garp's training.
  • Butt Monkey: Until he became a Marine.
  • Flash Step: By the time he meets Luffy in Water 7, he's been taught Soru. It's the only Rokushiki form he's been taught, however.
  • The Empath: Bordering on a Telepathy. He is able to sense people dying around him during the War, thanks to a Mantra.
  • Friendly Enemy: With Luffy. They're good friends, but they just happen to be on the opposing sides of the law.
  • I Got Bigger
  • Only Sane Man: Is the first one to call out everyone at the Battle of Marineford for their behavior. In front of a raging psychopath who has shown absolutely no reluctance to use extreme force. Talk about badass.
  • Power Incontinence: During the Whitebeard War, he spontaneously develops Haki powers, specifically Mantra. The only problem? He can't stop hearing "voices". It severly freaked him out when he continually felt people dying during the War and others thoughts immediately after.
  • Rose Haired Guy: It's not just a case of You Gotta Have Pink Hair; he fits the personality type rather well.
  • Shrinking Violet: A male version.
  • Took a Level in Badass: After some Training from Hell, this former wimp can Flash Step and kick really hard.
    • And he takes another one when he stands up to Akainu. Let's think about this for a second: Coby stood up to the guy who killed Ace, melted half of Whitebeard's face, and mortally wounded Jinbe and Luffy for the sake of all the Marines that were Dying Like Animals because he and the other high-ranking officers couldn't stop their petty massacre of pirates that didn't even want to fight anymore. Coby my boy, you have balls.
  • What the Hell, Hero?: Gives an absolutely epic one to the bloodthirsty Marines who are letting the casualties pile up during the war with the Whitebeard pirates, stopping the entire war for the duration. Nearly gets him vaporized by Akainu after the fact.
  • Worthy Opponent: Now that he's managed to become a Marine, his new goal is to become this to Luffy. He still has quite a ways to go.


Petty Officer Second Class Helmeppo

Voiced by: Kouichi Nagano (JP), Sean Schemmel (EN, 4Kids), Troy Baker (EN, Funi, episode 2-3), Mike McFarland (EN, Funi, episode 68+)

Helmeppo was a coward who hid behind his father's wealth and power. Having a father who was powerful and greatly feared, he came to shun other people and see them as lower then himself. Whenever someone disagreed with him, he'd threaten to tell his father on them and have them killed. He thought his father also cared about him, until his father hit him after he gave him a order to kill Luffy who had punched him.

  • Berserk Button: Though a minor one, he is pretty upset by the fact that neither Luffy or Zoro, both of whom he put through a lot of trouble, recognize him despite his attempts to remind them.
  • Can't Catch Up: Afraid that he's going to lose out to Coby, especially after he learns that Coby has spontaneously developed Haki.
  • Cool Shades: After he leveled up, signifying his newfound badassary.
  • Dual-Wielding: His favored weapons are a pair of large kukri knives.
  • Even Evil Has Standards: He bullies people and acts like an ass, but he would never murder a kid (even when he's literatelly holding a gun to a kid's head, he's shaking and ultimately can't go through with it.)
  • Kick the Dog: In his first appearance, he orders a marine soldier to throw a little girl over a high wall just because she's tresspassing. Turns into a sort of retroactive Pet the Dog when it's revealed that his fathers' orders would have called for the girl's execution, child or not.
  • Kukris Are Kool: Zoro even remarks on his choice of weapon when they fight.
  • Punch Clock Villain: Although he later changed his ways.
  • Smug Snake: Originally was this, until he...
  • Took a Level in Badass: Along with Coby.
  • Overlord, Jr.: Started out as this.
  • Princely Young Man: The Spoiled Brat type.
  • "Well Done, Son" Guy: Got over this issue with his and Coby's cover mini-arc, when his father kidnapped him, and Helmeppo stood up to him and showed him up for the bastard he truly is.


Seaman Recruit Jango

Voiced by: Kazuki Yao (JP), Pete Zarustica (EN, 4Kids), Kenny Green (EN, Funi)

Originally Kuro's first mate for the Black Cat Pirates, he joined the Marines after Luffy defeated his former Captain.

Seaman Recruit Fullbody

Voiced by: Hideo Ishikawa (JP), Tom Wayland (EN, 4Kids), John Burgmeier (EN, Funi)

Introduced as Marine Lieutenant "Iron-Fist Fullbody" with a liking for beautiful women and drinking fine wine, he also served to show off the abilities of a newly introduced Sanji by provoking him until finally receiving an epic ass-kicking.

In events unrelated to his encounter with the Straw Hats, Fullbody is later demoted to a Seaman Recruit, and he, along with his new friend Jango, join up with Captain Hina.

  • Almighty Janitor: Though "Almighty" is a bit of a strong word for him, he is considerably tougher than his current rank would imply. It helps that Hina seems to treat him as if he still had his old rank, giving him duo missions with Jango against entire pirate forces, giving him his own ship to command, and basically treating him and Jango as Co-Dragons.
  • Authority Equals Asskicking: A sort of subversion, as he's way tougher than an average Seaman Recruit, but because he used to be a Lieutenant. However, it is also implied that he's much tougher than he was back when he was a Lieutenant.
  • Boisterous Bruiser: Post-demotion, he seems to have become this.
  • Break the Haughty: His entire first appearance.
  • Bunny Ears Lawyer: He and Jango have mutual fondnesses for both dancing and Captain Hina that occasionally gets in the way of their missions. Hina just manages to put up with it, though.
  • Characterization Marches On: Has a completely different persona after befriending Jango and getting demoted.
  • Crouching Moron, Hidden Badass: His cover story proves that the Straw Hats aren't the best barometers of determining which Marines are competent. He proves himself extremely dedicated to his job when it counts(and actually seems to value civilian lives much more than other Marines), and is more than capable of kicking ass. After joining with Hina, he and Jango take over fully-manned pirate ships completely on their own.
    • In the manga, he easily beats down Yosaku and Johnny in his introductory scene, but it was cut from the anime.
  • Cultured Badass: At least preferred to give off the image of one in his first appearance. One trick he was shown to use was to give a restaurant instructions to serve a specific wine, so he can pretend to identify it by wine tasting. However, Sanji saw through this and served him something else entirely.
    • He drops this image completely after being demoted, though.
  • "Friend or Idol?" Decision: Voluntarily accepts a demotion to Seaman Recruit rather than allow his new friend Jango to be convicted for being a pirate.
  • Heterosexual Life Partners: With Jango.
  • Jerkass: His first appearance, though to keep appearances he seemed to try and keep it mostly hidden.
  • Meaningful Name: He's introduced as a self-styled wine connoisseur.
  • Nice to the Waiter: He wasn't. Unfortunately for him, the waiter had a Hair-Trigger Temper and was completely capable of giving at least as good as he got. Oh, and he wasn't a waiter.
  • Red Baron: "Iron-Fist" Fullbody. After joining Hina's crew, he upgrades to "Double Iron-Fist" Fullbody.
  • Series Continuity Error: A Filler scene in the anime shows that he fell out of grace with the Marines after the events of the Baratie, and got Reassigned to a shitty-fleet-in-the-ass-end-of-nowhere. However, his cover story in the manga indicates that his position with the Marines remained unchanged right up until his demotion all the way down to Seaman Recruit.
  • Smug Snake: In his first appearance.
  • Subordinate Excuse: Doesn't even try to hide that he joined Hina out of an infatuation with her.
  • Took a Level in Badass: Though he hasn't been shown fighting anyone personally since joining Hina, his tougher-looking appearance and upgraded nickname indicates that he has in fact done this.

Dr. Vegapunk

Voiced by: N/A

A mysterious scientist who, despite having yet to make an appearance, is a huge figure in the One Piece world. Acclaimed as a genius 500 years ahead of his time, he is the designer of the Pacifista series and various other key inventions. According to Oda, he is also the one person in the series who knows the true nature of Devil Fruits.

  • Evil Genius: Well, he IS working for the World Government, but we can't be too sure that he's "evil" yet.
    • Actually he agreed with installing in Kuma the one mission to protect the Thousand Sunny, a Pirate Ship, and his first inventions aimed to help his home island, so he's probably more neutral than evil.
  • Mr. Exposition: Being the only man who understands certain aspects of the One Piece world, he's hinted to eventually fill this role.
  • (Possibly) Reluctant Mad Scientist: Responsible for truly bizarre inventions and discoveries, such as presumably having weapons eat Devil Fruits, turning Kuma into a cyborg, then making an army of cyborgs based on Kuma... using Kizaru's Glint-Glint Fruit ability, and turning the animals of his island into cyborgs. However, he is the pride and joy of his home island. It is also said when he was young, his heart always longed to make his island better and warm from the freezing cold. So, he started to create a massive device for this very purpose, albeit unfinished.

Pacifista

Voiced by: Hideyuki Hori (JP)

The Pacifista are a series of Human Weapons developed by Marine head scientist Dr. Vegapunk. They are cyborgs built in the mold of the Warlord of the Sea Bartholomew Kuma, who was the prototype for the project. As stated by Sentomaru, the funds required for the construction of just one Pacifista are roughly equal to that of a Marine-issued battleship. 

Sentomaru noted that after the timeskip period, PX-5 and PX-7 were outdated models from two years ago, meaning that the Pacifista project has been updated and modified.
