Do enemies of a Kid Hero count as examples, or does the child actually being a threat to them disqualify them from being examples? I'd assume not since that would be all kid heroes with adult human enemies that take them seriously.

If a protagonist of a series is a Kid Hero, then any villains in the series who are adults qualify by default. Well, unless they also fit the Harmless Villain Trope, like Cedric from Sofia the First.
Much like how Those Wacky Nazis always qualify for Politically Incorrect Villain by default. It's two Tropes that, by nature, are mutually inclusive.
