Blocks are at a wiki level only, as far as I can tell... and he hasn't done anything that's banworthy yet. You'll just have to learn to ignore him the Usenet way - don't read his posts.
Sadly, we admins don't have that option.
@Looney Toons You could type "Special:Block" next to wiki/. You should be able to ban someone if you're an admin of the wiki, because it usually tells you what groups can use that tool if you're not in any of it.
