The project that gave the Numbers their powers was based off Dr. Gargunza's work.
The basics (altering a human child to grant them Psychic Powers and transform them into a Super Soldier) are remarkably similar, and it did go horribly wrong both times. The real fun comes from speculating why Japan wanted to develop psychic super-soldiers in the first place.

It's a sequel to Domu: A Child's Dream.
The way psychic powers behave seems similar. The Numbers could have been created using DNA samples from Etsuko and Old Cho. Perhaps Etsuko was Tetsuo's Missing Mom.
The entire Anime takes place in the universe Manga Akira created.
While the Manga and Anime pretty much ended the same way, both mediums are completely different in terms of plot and setting. Such as Tetsuo and Akira ruling Neo-Tokyo in the Manga. Whilst in the movie Tetsuo has been demoted to a Godzilla like rampage monster and Akira has gone from a frozen body to a frozen body in pieces. In the Manga, Akira created a new universe which included a new earth as a means of controlling Tetsuo's and his out of control power, but in the process made a new Kaneda, Tetsuo and worse a new Akira. Should they ever make a live action Akira, it would take place in a universe that the Anime Movie Akira created in an attempt to start over again.
