Tempest, the second Circle, is an unbroken range of mountains locked under a perpetual storm, while Pandemonium is circled by a 15-mile wide river of supernatural ice. Demons with the [[Fisher King|Chain of the Screaming Sky]] can also turn their kingdoms into this.
