Sent there in the side quest "Trouble Brewin'" by Rufus Rubins at the Hotel Rexford in Goodneighbor, the Sole Survivor can either send him back to the Hotel Rexford as their contract states, or send him to one of their settlements. There, he serves as a bartender if the Sole Survivor supplies him with unique holotapes, and he can create Nuka-Cola, Vim!, and Gwinnet Beer.
