To the commoners of the Holy Vigoorian Empire, Vigoor is worshiped as a Supreme Holy Deity, leader of their Holy Vigoorian Order and the absolute authority in their lives. After his defeat in the first Xbox title, a plan is set into motion in the NDS sequel to ressurect him by the ancient goddesses Ishtaros and Nicchea, using the Dark Dragon statues to do so, but it fails as Ryu manages to destroy the statues and kill Ishtaros, then as last ditch Nicchae uses her sister's remains to ressurect Vigoor, it succeeds only for the Dark Dragon to use Vigoor's energy and ressurect himself.
