It's the title of a book about a man who enjoys being dominated by a rich woman, whom he calls his "Venus in furs." The book is old enough and well-known enough that James Joyce referred to it in the Nightown chapter of ''Ulysses''.

The live performance during Dahlia Tour is unique because it is an actual domination scene with Yoshiki being actually blindfolded, cuffed, whipped, and kicked around for real... and definitely enjoying every moment of it.
