** Arlong is debatable too. He seemed evil because he was seen from human perspective, but unlike some other villains he was not a bad boss to his fishman subordinates(he was by no means good or justified but he also was not bad enough to be a complete monster just because he was a [[Freudian Excuse]] induced racist).
** The villain of the Punk Hazard arc, Caesar Clown, has {{spoiler|conducted experiments on humans involving poisonous and/or hallucinogenic gas ''and'' has hooked ''children'' on addictive drugs to keep them from leaving the island.}}
