This applies to both the original novel and the Disney film. In [[The Odyssey (Literature)|The Odyssey]], Circe lived on Aeanea, a mythical island that was supposedly off the west coast of Italy. By the time of Pinocchio, Circe was long gone but enough residual free-standing magic existed for the boys turn to into donkeys if they stayed there long enough.
