*** Perhaps he is not allowed to use that equipment for personal business as trivial as this, so he has to wait until the kittens are outside their mother and the job is technically simple enough to do with a hand tricorder.
*** Plus even if there was the most minute risk to the kittens from doing the test, even the tiniest amount, why chance it? Not like Spot needs to rush to get paperwork done on a kitty child support suit. Just wait until it's 100% safe.
** The idea that Spot can regularly get out of Data's quarters without his knowledge really tests suspension of disbelief. My cat has never gotten out of my apartment once, and I don't live on a starship.
*** Your case is not representative of all cat owners. Some of us have had cats that couldn't escape from a house even if you left the door open, and some of us have had cats that could enter and leave at will despite locks, dead-bolts, and the best efforts of multiple people to keep them inside.
*** Apparently this is just something cats can do in ''Star Trek''. The EU establishes that they're the only animal that can routinely slip out and go about the ship pretty much as they please. Cats do have that reputation as irrepressible creatures of mystique, after all.

*** I'm sure Data would be crushed by the disapproval of a centuries-dead gameshow host.
** He says there are twelve male cats on the board, implying that any one of them may be the father. So does he mean that there are twelve un-neutered cats on the Enterprise? Why on earth? Is somebody running a kitty mill?
*** It's a post-scarcity future and it's ''twelve'' cats, for goodness sake. No one's going to mind a few extra kittens.
