The world itself was a smuggler's haven with no native peoples and very sparcely populated making a galaxy wide outbreak unlikely should it be released. The only thing he or anyone didn't count on was the fact that Blackwing becomes a hivemind controlling all of the zombies it infects and that [[It Can Think]].
