While he's not exactly a tyrant, he's much more concerned with the anomalies themselves than protecting the people from all the creatures that come through. After he nearly dies thanks to Rex escaping his cage, he orders that all creatures in the ARC be put down, no exceptions. Lester has to blackmail him to reverse the order.
