Aside from some seafood, there are no resources all the way until the Industrial Era (when you can build oil platforms), and it takes massive amounts of time to earn the necessary techs to ''cross'' it. Navies mean very little on almost every map type. Most civilizations only care about the ocean in terms of getting land units across it and onto the next continent as soon as possible.
