What makes him a contender for this trope is how his appearances have a disturbing trend of heinousness: he's preying off of unsuspecting children as their camp councilor (a true [[Adult Fear]]), he's perfectly willing to sell live [[To Serve Man|"Kid's Meals"]] to sharks, he attempts to [[Mind Rape]] Numbah 1 with a device that traps him in a nightmarish "utopia" (which later comes back into play in another episode), and creates a virus called Moosebumps that he has injected into kids just so he can treat them and make more money.
