** Minor recurring villain Chester has no qualms about using children in his moneymaking schemes. What makes him a contender for this trope is how his appearances have a disturbing trend of heinousness: he's preying off of unsuspecting children as their camp councilor (a true [[Adult Fear]]), he's perfectly willing to sell live [[To Serve Man|"Kid's Meals"]] to sharks, he attempts to [[Mind Rape]] Numbah 1 with a device that traps him in a nightmarish "utopia" (which later comes back into play in another episode), and creates a virus called Moosebumps that he has injected into kids just so he can treat them and make more money.

** Nurse Claiborne. This woman runs around, giving kids a horrible and debilitating case of pink eye for the sole perpose of making ''[[Squick|apple crumbles out of it]]'' for money. While that's pretty bad, she ''really'' places herself on this list with her actions in her second appearence. She runs a "retirement home" for Rainbow Monkey dolls where she takes the Rainbow Monkeys and grinds them up into breakfast cereal. While in-universe this is horrifying, her [[Moral Event Horizon]] is trying to do the same thing to '''''Numbuh 3''''' with a smile on her face. Some villains do some messed up stuff, but she's one of the few who actually tried to ''brutally murder'' one in cold blood. She's also one of the few villains who is [[Knight of Cerebus|played completely straight]] and her actions treated as criminally insane in-universe.
