This trope is, surprisingly, not subjective. A recurring evil character either has redeeming qualities, presented within the moral framework of the story, or not. The Complete Monster may be a [[Magnificent Bastard]] or a [[Draco in Leather Pants]] -- the completeness of the monstrosity does not depend on how well the characters or audience likes him.
