They argue, with McCoy saying that it's tough to prove a negative. Schiff points out that they have no body, no weapon, no witness, and essentially no evidence. McCoy says they're trying to find the cruise ship passengers to see if anyone saw Thomas get intercepted by Christopher. McCoy says that he'd be doing better if he had more time, and Schiff criticizes him for arresting Christopher so early.
