It's how he found the Mask. The loner car breaks down at a nearby bridge. After venting his rage at it, he notices what appears to be the body of a man floating lifelessly in the water. He comes down to rescue the man, only to find that it's really just a pile of garbage masked together. The "face" of it being the titular mask.
