Lack of manpower, allegations of code theft (though they did assert that while source codes to 2000 and XP were indeed leaked in recent years, they would in no way use it in their project, even if it did significantly aid with the project, legally be damned), and Microsoft moving the goalposts around more often than not caused the ReactOS project to slow down to a crawl.
