Created by Mark Tatulli, who also writes and draws the macabre ''[[Lio]]'', it focuses on Heart Lamarr, a [[Genki Girl\|high energy]] ~~elementary~~junior-highschool ~~schoolgirl~~girl wannabe-actress in [[~~Useful Notes/~~Philadelphia (useful notes)\|Philadelphia]]; her [[Proud to Be Aa Geek\|proudly geeky]] best friend Dean, and her frequently overwhelmed single mother.
