At the beginning of the movie they outright say that someone who thinks about committing murder, wants to commit murder, intends to commit murder, but doesn't actually go through with it will not be detected by the pre-cogs. They don't read minds, they read the future. So it's not like Pre-crime would be randomly bursting in on anyone who happened to have a nasty thought about their asshole boss. |
