Koreans are the largest minority ethnic group in Japan, yet they have almost no presence in Japanese productions, especially in anime and manga, while the Chinese, who are far less numerous, appear fairly frequently (perhaps because some Chinese traditional women's clothing is form-fitting and revealing).

People of Korean descent number about 900,000 in Japan. Some choose to become naturalized Japanese citizens, thus making subsequent offspring Japanese citizens by birth. Ethnic Koreans who choose not to obtain Japanese citizenship are called Zainichi, and the popular stereotype is that they are singers or entertainers (many of the most famous individuals are). Many of those who came from North Korea remained loyal to its regime; the group which represents their interests, the Ch'ongryŏn, is a controversial topic in Japanese politics. A lot of rightful distrust of Koreans comes from both the high number of illegal immigrants from the Koreas who enter Japan and <!--, like all illegal immigrants, MOD: Citation required! Prove this, or remove it as a bigoted statement. --> have little respect for the local laws and that ethnic Koreans have disproportionately high involvement with the Yakuza (making up 30% of members).

Japan and both North and South Korea have long had a tense relationship, as Japan conquered Korea in the early 20th century and ruled it with an iron fist for more than thirty years while actively trying to destroy its culture and language. A lot of Japanese discriminate against Koreans even today while downplaying, or outright denying, the brutality of the Japanese conquest and occupation of Korea but despite all that, there was a surge of popularity of Korean entertainment in the mid 2000s (they certainly love BoA). Modern Japanese by contrast are well aware of the abuses committed by the current South Korean government (of which the western world remains largely ignorant), wherein porn and playing politically incorrect video games carries a longer length of imprisonment than rape, all online activity is tracked by social security number (with China tier website blocking), and scholars whose only crime is daring to research and question Korean propaganda instead of accept it as fact are arrested.

Note that in South Korea especially, protests are quite common, and can occasionally be pretty freaking scary. Therefore, it may be that some Japanese writers are hesitant to include Korean characters for fear of backlash. Reasonable justification or lame excuse? You be the judge.

Today, just as with naturalized citizens of Korean descent, most Zainichi Koreans in Japan were born in Japan and fully assimilated into Japanese domestic culture, maintaining a largely informed Korean ethnic identity. They usually speak only Japanese (perhaps studying Korean as a second language), and often have Japanese names. Additionally, Koreans in Japan are not a "visible minority"—an average Korean has few or no obvious superficial "racial" differences from an average Japanese. All these things make Zainichi casually indistinguishable from other Japanese people, including to their friends and neighbors in Japan. Most ordinary Zainichi people could easily be a typical character in a Japanese story, with the story's lack of obvious Koreans being mainly in a context where informed ethnicity is irrelevant.

* Ken Arromdee's Sailor Moon fanfic Strategy and Tactics features a slightly more on-the-ball Usagi who (correctly) deduces that Minako -- Sailor V/Sailor Venus -- is actually Korean and not Japanese because her family name doesn't quite match the pattern shown by all the other Sailor Senshi's names.
