He stops two muggers, that robbed a purse from an old lady, within seconds. Knocking them down, returning the purse and intimidating the thugs with his Sai concealed under his trenchcoat. Casey on the other hand wanted to do worse to them, in which Raphael tried to stop him. Before Casey insisted, Raph didn't even want to fight him, simply because his vigilante aspects aside, he's one of the good guys. He only fights Casey, when Casey proves he can hold his own against him.
