He looks like he's wearing long gloves, similar to the ones Zelda and other royalty are often is seen wearing excluding Ganondorf. Even "Princess" Agitha wore somewhat similar gloves.<br />
The white hair makes me think of either old person, Vaati, or Ocarina!Impa.<br />
The lips are a bit too pronounced. Perhaps covered in lipstick?<br />
Villainous hints: The thing he's sitting on attacks you in another shot and the way his eyes look. }}
