First off, when creating subpages to an existing page -- like WMG pages -- use the "Create New" button that appears at the top of the page. Hovering your mouse over it will display a drop-down menu. (WMG, which seems to be your interest) will be near the bottom. Click WMG or the page type you want to create and you will be placed in an editor window with all the minimum necessary markup to make the page work . Add your material and then save it.

If for some reason you must create the page by hand, when you first open the edit window you will see a dropdown menu at the top with the label "Select boilerplate"; it lists all the [[All The Tropes:Page Templates|Page Templates]] -- pick the appropriate one and click the "Load" button. Like using the "Create New" button/menu, it gives you the basic skeleton for the kind of page you want to create.
