For some reason, murdering an innocent little girl as she pleads for mercy won't put you over the [[Moral Event Horizon]], until you do it a second time.

([[Nightmare Fuel| Have they witnessed it happen to other Little Sisters?]]. It's actually very likely, given the number of thugs who you witness trying to.) Until, that is you finish the process [[Crowning Moment of Heartwarming| and she meekly says "thank you"]] before running off.
** In ''Bioshock 2'', you can also shoot the unarmed nice old nanny on the face, or put a drill through her head. She's only taunting you a little bit, and doesn't try to fight at all.

While there are exploits to avoid killing him, canonically, you do have to kill him. Cindy, being a little sister, is still subjected to the "immediate material gain" method above. Reading into the back story of her, you realized that her father gave up everything to make sure she's safe, only to have you pull the literal plug on her without a second thought.
