Which means Shinobu designed the personalities that were uploaded into the [[A Certain Magical Index/Characters/Sisters|Misaka Sisters]]. She doesn't exhibit much more personality than what she gave them, although she does show annoyance when she isn't given what she believes is her rightful due, and she does feel regret for her part in the Radio Noise project.
