They simply forgot about Hank being in Europe and so the spell didn't reach him. I'll be also pretty freaked if people tried to burden me with a child I knew couldn't possibly exist, and would give little to no credibility to anything they'd say to me, including news about my ex-wife death.

** The logical response to finding out that your ex-wife has apparently gone insane is to ''come back and regain custody of your child'', not to drop them both and run. This applies even if your daughter herself has (as far as you know) a history of insanity requiring psychiatric commitment; if nothing else, the man would want to make sure they both got proper treatment instead of being allowed to run around hurting themselves. So, this theory seems unlikely.

*** Especially since the magic spell has to be powerful enough to reach well around the world, considering that the monks weren't in Sunnydale, or apparently even on the North American continent, at the time they turned the Key into Dawn Summers and sent her there.
