Anime First: Even though the manga was released first, the close proximity of the anime's release and the fact that both anime and manga were announced simultaneously suggests the manga is an adaptation and an advertisement for the anime. The anime has since overtaken it, and though the plot of the manga doesn't precisely follow the anime, it's fairly close.
