That terrifying honor goes to a sick band of sadistic Spanish Inquistion members. Who knowingly torture innocent individuals simply to feed their own perverted desires. Of course depending on your point of view Lucifer could be seen as this if you think it's all lies and he's utterly unsympathetic.
