Tapo Tapo is actually an aged wish that was never granted.

He has markings only found on wishes. Fudan is already taking on a similar shape to Tapo Tapo.

The wish that created Fudan was for an elephant for a pet.

That kid is never getting an elephant, and thus Fudan will never be granted.
