A Costa Rican high school student that studied and cherished peace. She is an orphan who lost her mother and grandparents to war when she was very young. Along with Galvez, she asks Militaires Sans Frontieres to drive the Peace Sentinels out of Costa Rica, and stayed in contact with Snake during the mission. She is taken to Mother Base after the events of Chapter 4. {{spoiler|It turns out that she is actually an agent for a mysterious group called "Cipher" (actually the Patriots). She helped Galvez escape seven times as a distraction while she modified Metal Gear ZEKE.}}

The leader of a branch of the Sandinista National Liberation Front. Had to take the job after her father was killed.

* [[Driven to Suicide]]: He drowned himself (and apparently nearly took Emma with him) when he learned that his son committed adultry on his stepwife.

* [[Early-Bird Cameo]]: In Snake Eater, he can be seen in a photo in Granin's office.

* [[Genius Cripple]]: He spends most of his time in a wheelchair due to a malformed spine from birth (which is strongly implied to be the result of his father being in the Manhattan Project), and yet he's skilled enough to design and build several weapons and equipment.

* [[Mistreatment-Induced Betrayal]]: If the fact that Coldman essentially used him to complete Peace Walker so he could then break his promise and launch one nuke from it didn't cause him to defect, Coldman pushing Huey (a paraplegic) down the stairs after the latter outright refused to continue to work with him certainly would have.

* [[Persona Non Grata]]: He ends up being blacklisted from the Central Heredia AI Lab's security clearance, apparently because he irritated Strangelove one time too many.

* [[Significant Birth Date]]: Huey was born on the day of the Hiroshima bombing.

* [[Dirty Communists]]: He's a KGB Agent. In case you're wondering why this is unspoilered, that's because his affiliation to the KGB was revealed in quite literally his first appearance (albeit in flashback in the intro mission).
