There is a reason the pilots are all psych cases and NERV completely pretends not to notice. As for the 'lack of compassion', well, Gendo is a soulless manipulative bastard as a character trait... and as the Director of NERV, has made damn sure to pick all of his subordinate staff to be either too oblivious to notice what he does to people, or too callous to care, for the very sensible reason that he doesn't want anyone actually dropping a dime on what he's doing.
