Well, my point was not to say "all goblins are the same" but rather "Goblins are commonly used as generic enemies, while Klingons have actually never fit with this trope." (at least in D&D 3.5 you could already play a non-evil goblin so I agree it's not a necessity of the setting, just something common that Game Masters tend to do. After all, while Goblin Slayer isn't D&D, it's based on D&D-like/Generic Fantasy RPG tropes including "character levels" and "quests")
