... because it is missing most of the information we require for new images, most specifically the license under which we can legally make use of it.
Please read All The Tropes:Uploading and Adding an Image to a Page, particularly section 2.2 and the part of it entitled "licensing" before re-uploading the image. We cannot accept images without the terms by which we are legally permitted to use them.
We also would like the URL from which you first got the image -- we've had a couple of catastrophic data losses over the past ten years in which a lot of images were lost, one of which we are still recovering from, and having a URL for the original image will help us recover in the event of another one.
