The "Dictator" is an Expy of Ferdinand Marcos.

This is the father of Lily. When the troop is introduced, Phyllis merely refers to him and his wife as "Dictator" and "Mrs. Dictator". He later asks her to call him "Bong Bong". Being Asian, and as the film was produced two years after Marcos' exile from The Philippines, this makes a good guess.
