Ralph: "Apes are mad. Apes kill apes. Why don't you stop them? You know you could do it." Theloc: "Oh yes, we could do it. We have a chemical. If we released it into your atmosphere, within three days all apes would become as harmless as sheep." Ralph: "Why don't you do it then?"
Theloc: "The Lord Merethon would not approve. There is not a world in all the universe where sheep have achieved anything. Apes may yet have something to give to the universe. That is Lord Merethon's hope."
