The future humans who sent back the original 4400 (with all the death and chaos many of them led to) and did everything in their power to keep Collier around and, presumably, devise his plan, also apply given their stated goal of saving the world, no matter the bastardy things they have to do to achieve it. According to them, the alternative is worse than 50% dead, but it depends whether you believe them or not.
