Heroes can be rather [[Boring Invincible Hero|dull,]] simply doing the right thing because it's the right thing. That can be boring for an actor, but a villain usually has more layers. Is he [[With Great Power Comes Great Insanity|mad with power]]? Does he have a [[Freudian Excuse]]? How did they get to where they are? There's usually more in a villainous character for an actor to sink his teeth into.
