The Evil Overlord List is actually written by a hero masquerading as a Genre Savvy Evil Overlord.

Said hero-in-disguise have included good deeds cleverly worded as evil ones buried among the regular ones to avoid suspicion to fool evil overlords into doing nice things without knowing that they are actually making the world a better place by doing so.
