  • What Could Have Been: Before deciding to focus solely on Liberty City, Rockstar considered setting the game in Liberty State, a la San Andreas, complete with their own rendition of the Hamptons and the Adirondacks. The player could also do friend activities with Bernie, Real Badman and Phil Bell. Additionally, the mission Pest Control was supposed to let the player choose between killing Ray or Phil.
