The Doctor is a super-genius, is incredibly powerful, and has access to some of the best [[Applied Phlebotinum]] anywhere, but given the enormous scope of his job, he can't do it himself. Or in some cases, maybe he ''could'', but simply needed emotional support from a third party to keep him from going mad and/or ''abusing'' his powers.
