He's hardly in Voldemort's league and if they know everything the other does, why would they be talking to each other (a)out loud or (b)at all? As someone mentioned earlier, they wouldn't need to drag anyone down to the chamber, they'd just need to get the mirror to a place of safety where they could kidnap a noble but useless wizard at their leisure. ("What's Hagrid doing today?") Harry surely can't be such a unique and extraordinary individual that he's the only wizard in existence who's greatest desire is "Stop Voldemort getting the stone" rather than "Please don't kill me, Mr You Know Who, sir..."
***** Logically speaking, Memory Charms and Confundus Charms should make any security measures that rely on a person's state of mind ''entirely useless''. Quirrell should have been able to hack the mirror with literally any warm body that wasn't strong-willed or magically talented enough to fight off his mind charms, just by plopping them in front of the mirror and Confunding them to temporarily believe whatever they needed to believe to make the Mirror fork it over, as well as making them temporarily forget all about the part where they were Confunded. Now, I will grant that the man can hardly Confund himself, I'm pretty sure hacking your own brain is epically not safe, but the school's literally crawling with kids -- 99% of whom are not Harry Potter and couldn't hope to resist Voldemort's mindscrew for a second. So he picks the one kid who is supercharged with anti-Voldemort protective magic instead. Does Tom just not want to win, or what?
****** Actually, you remind me that there's ''two'' minds in that body -- Tom's and Quirrell's. Theoretically, Tom ''could'' have Confunded Quirrell to temporarily forget that he wanted to use the Stone, but just wanted to hold it, and thus fooled the mirror that way. He wouldn't even have needed a wand as they were in direct brain-to-brain contact.
