Ciel is absolutely not a Vietnamese name, and the most common name given by fans is Liên.

Not actually knowing anything about Hetalia except what I've seen on the wiki, I'm no expert, but I would note that Vietnam was occupied by France for quite a long time, and "Ciel" is a French name.
