Wouldn't that fit more into Hate Sink? i know Lotso is and that bear isn't the Scrappy.

Just because a character that has among his traits a trope associated with Scrapppies isn't a Scrappy himself doesn't mean that many characters for whose that trope applies aren't considered Scrapppies by the fandom. Also, not all characters with the Ungrateful Bastard trait are written as Hate Sinks; an author may want to portray a character as an ungrateful bastard without making them the most hater after the Villain and fully intending them to be reedem themselves later on, but the public will dislike that aspect of the character and treat that character as the one who Ruined Forever the franchise.
